If your web site is going to rank for localized keywords then you’ll need to link to websites that are located in the targeted region and make sure your website contains content pages about your local region.
For Global Link Popularity, it doesnâ€™t make a difference. You’re simply wanting to rank for your generic keywords, no matter the location.
With Google personalization, some people thing that global link popularity will be taking a hit as far as effectiveness, but it really all depends on what your website is about as different rules can apply.
